Phạm Út Quyên là nhà thực hành văn hóa nghệ thuật độc lập với mối quan tâm sâu sắc tới mối quan hệ giữa chính sách văn hóa nghệ thuật của nhà nước và sự phát triển của khung cảnh văn hóa nghệ thuật độc lập tại Việt Nam và Đông Nam Á. Cô từng là Quản lý Chương trình tại Heritage Art Space (2018-2025), nơi cô chịu trách nhiệm phát triển các chương trình giáo dục nghệ thuật và quản lý Kho Lưu trữ Nghệ thuật Đương đại Việt Nam (vcad.org.vn), một dự án nhằm xây dựng kho lưu trữ số về nghệ thuật đương đại Việt Nam.
Năm 2024, cô khởi xướng Asia ARTMAP, một dự án dài hơi nhằm kết hợp với những người thực hành và các nhà nghiên cứu đia phương bản đồ hóa các không gian và tổ chức nghệ thuật độc lập tại Châu Á.
Từ năm 2021 đến 2023, Quyên cũng đảm nhận vai trò quản lý truyền thông tại Mekong Cultural Hub, một tổ chức thúc đẩy sự phát triển cá nhân và chuyên môn cho người thực hành sáng tạo trên khắp Châu Á. Cô là cử nhân Báo chí và Truyền thông của Đại học Khoa học Xã hội và Nhân văn Hà Nội (2009), cử nhân Hội họa của trường Đại học Mỹ thuật Việt Nam (2017), và bằng Thạc sĩ Quốc tế về Công nghiệp Văn hóa Sáng tao tại Đại học Nghệ thuật Quốc gia Đài Bắc (2023).
Phạm Út Quyên is an independent art and cultural practitioner focusing on the relationship between the state’s policies on art and culture and the development of the independent art and culture landscape in Vietnam and Southeast Asia. She worked as Program Manager at Heritage Art Space (2018-2025), where she was in charge of developing art education programs and managing the Vietnamese Contemporary Art Database (vcad.org.vn), a project that aims to create a digital archive of contemporary art practices in Vietnam. In 2024, she initiated Asia ARTMAP, a long-term project aimed at mapping independent art spaces and organizations across Asian cities in collaboration with local researchers. Quyên also worked as Communication Officer at Mekong Cultural Hub, an initiative that fosters personal and professional growth for creative cultural practitioners across Asia, from 2021 to 2023. She holds a BA in Journalism and Communication from Hanoi University of Social Sciences and Humanity (2009), a BFA in Painting from the Vietnam University of Fine Art (2017), and an MA in the International Master Program in Cultural and Creative Industries (IMCCI) at Taipei National University of the Arts (2023).
